Digital sovereignty still possible despite GenAI? From current research findings to practice
Generative AI is fundamentally changing the public sector – from intelligent decision support and automated processes to new forms of collaboration. At the same time, the question of digital sovereignty is being raised in a completely new way. But what does this mean specifically for the public sector?
The Government AI Summit 2026 brings together leading AI researchers and decision-makers from politics and administration to address precisely this: Through keynotes, panels, and deep-dive fishbowls, we will contextualize the latest technological developments, examine strategic, organizational, and technical aspects of AI, share best practices, and discuss what digital sovereignty means in the age of GenAI – honestly, thoroughly, and on equal footing.

GenAI has transformed from a chatbot to a systems technology in a very short time. But what do trend-breaking developments such as agent-based workflows and new system stacks mean specifically for public administration? Keynote speeches and panel discussions will provide context: What does a sovereign operating model look like, and how do we design GenAI so that people make better decisions – not just faster?
Thematic Area 2: Facets of Digital Sovereignty.
Digital sovereignty has many facets – technological, economic, and social. We will examine open source as a strategic instrument for state independence and ask in the panel discussion: Is sovereignty a shared responsibility? In deep-dive fishbowls, participants explore the topics in greater depth through direct exchange.Topic 3:
From conception to application: AI as the foundation of future-proof systems.
Generalist AI reaches its limits when faced with highly complex specialized tasks – specialized solutions are needed.
